Become a supplier

Become a supplier.

How a company joins the supplier base of the group’s developments: steps, documents, criteria and the rules that apply to everyone.

There is an order behind all of this

How it works

The path has six stages, always in the same order. Joining the base does not guarantee a contract; what the process does guarantee is that everyone is measured by the same yardstick.

  1. RegistrationThrough the form on this page: company, category, regions served and contact.
  2. ScreeningWe match the category and region against the developments’ needs.
  3. ApprovalDocuments, regularity and integrity; for on-site services, occupational safety too.
  4. Invitation to quoteWhen there is a matching need, with the same scope, criteria and deadline for every invitee.
  5. ContractA contract with integrity, personal data and safety clauses; payment conditional on the checked measurement.
  6. Ongoing assessmentDeadline, quality, safety and conduct measured at each delivery; the assessment weighs on future invitations.

What happens at each stage

Registration. The form on this page asks for company name, CNPJ (the Brazilian company tax ID), contact name and e-mail, category and regions served. Phone, website and a description of what the company delivers are optional. The form does not receive documents: they are requested at approval. Receipt is confirmed immediately by e-mail.

Screening. The category and region provided are matched against the needs of the group’s developments. If there is no matching need at that moment, the registration stays in the base for future needs.

Approval. This is the stage where documents, regularity and integrity are examined. For on-site services, occupational safety is added. What is requested varies with category and scope.

Invitation to quote. It happens only when there is a matching need. Every invitee receives the same scope, the same criteria and the same deadline.

Contract. The contract carries integrity, personal data and safety clauses. Payment is conditional on the checked measurement: what is paid is what was measured and verified.

Ongoing assessment. At each delivery, deadline, quality, safety and conduct are measured. The result weighs on later invitations, for better or worse.

What a development contracts

A large development brings together, from the land to operation, very different activities. These are the categories in which registration is accepted; the form asks the company to choose one.

  • Design and technical consulting
  • Civil engineering and construction
  • Earthworks and infrastructure
  • Electrical, plumbing and energy installations
  • Building materials and supplies
  • Landscaping and environment
  • Technology, automation and security
  • Hospitality, operations and facilities
  • Legal, accounting and audit services

Usual documents

Requested at approval, according to category and scope. Each document answers a question from whoever contracts: does the company exist, is it up to date, is it qualified and has it done something similar before?

Documents and what they are for
DocumentWhat it is for
Active CNPJ card, articles of association and latest amendmentConfirms that the company exists, what its registered activity is and who can sign for it. It is the basis for everything else.
Clearance certificates: federal and federal tax debt, FGTS (severance fund), labour debts, state and municipalThey show that the company is up to date with taxes, with the severance fund and with labour obligations. Whoever fails to pay employees and taxes passes the risk on to whoever hires.
Professional council registration (CREA or CAU) and ART or RRTProves that the professional is qualified and that someone answers, in writing, for the design or the works on the technical side.
Certificates of technical capacityShow that the company has already carried out works or services similar to those to be contracted.
PGR and PCMSO, for on-site servicesThe PGR is the risk management programme; the PCMSO, the occupational health medical control programme. They show that the hazards of the work have been mapped and that the team’s health is monitored.
Environmental licences and insurance policies, where the scope calls for themLicences prove that the activity may be carried out; insurance covers the damage the activity may cause.
Bank details in the company’s own nameIdentifies the account into which payment will be made, in the name of the contracted company.

The list covers usual documents, not a universal minimum. The scope of each contract may call for more or less than this.

Assessment criteria

The criteria are the same for everyone and apply to every category. Each one answers a concrete risk faced by whoever contracts.

  • Technical qualification for the scope. Does the company know how to do what will be asked? The certificates and professional registration answer this.
  • Tax, labour and environmental regularity. Debts to the tax authorities, employees or the environment tend to end up with whoever contracted.
  • Total cost over the useful life, not just the entry price. The cheapest item at purchase can be the most expensive in maintenance, rework and replacement.
  • Deadline and delivery capacity. A good proposal that the company cannot fulfil delays the entire works.
  • Integrity. Track record, due diligence and adherence to the Third-party code of conduct.
  • Occupational safety and environmental care. Accidents and environmental damage stop the works and hurt people.
  • Performance measured in previous deliveries to the group. Whoever has delivered well has that record considered in later invitations.

Why so many questions

Whoever contracts a third party answers, to some extent, for what that party does. This is not a whim of the process: it is how the law is designed.

  • Corruption. Brazil’s Law 12,846/2013 (Anti-Corruption Law) holds the company strictly liable, in the administrative and civil spheres, for harmful acts committed in its interest or benefit, exclusive or not (art. 2). Among them is promising, offering or giving an undue advantage to a public official, directly or indirectly (art. 5, I). “Indirectly” is the point: the intermediary who pays under the table is also part of the equation.
  • Integrity programme. The same law requires that, when applying sanctions, account be taken of internal mechanisms and procedures of integrity, auditing and incentive to report, and of the effective application of codes of ethics and conduct (art. 7, VIII). Decree 11,129/2022 details the parameters: codes and policies extended, where necessary, to suppliers and service providers (art. 57, III) and appropriate, risk-based due diligence for hiring and, as the case may be, supervising third parties (art. 57, XIII, a).
  • Labour. Law 6,019/1974, as worded by Laws 13,429/2017 and 13,467/2017, allows the execution of activities to be transferred to a service provider with compatible economic capacity (art. 4-A). The contracting party is secondarily liable for the labour obligations of the period of service and must ensure safety, hygiene and sanitary conditions when the work takes place on its premises or at a place set in the contract (art. 5-A, §§ 3 and 5).
  • Personal data. Law 13,709/2018 (LGPD) requires data processing to be limited to the minimum necessary for its purpose (art. 6, III). That is why the contract carries a personal data clause.

That is why approval checks regularity and integrity, why the contract has its own clauses and why the assessment continues after signing. It is not about distrusting those who register, but about not passing risk on to anyone, nor taking on anyone’s risk without knowing it.

Rules that apply to everyone

  • No cost. No one is authorised to charge for registration, approval or invitation. Anyone who charges breaches the code: report it on the Ethics line.
  • No shortcuts. Contact outside the process gives no preference in a quotation. Every invitee receives the same scope, criteria and deadline.
  • Gifts follow the gifts and hospitality policy: only institutional gifts of symbolic value, never cash or equivalents, and nothing from anyone in an ongoing quotation or negotiation with the group.
  • Conflict of interest. Anyone with a personal interest, a relative’s or a partner’s, in a decision, contract or supplier declares it beforehand and does not take part in the decision. The supplier also declares conflicts of interest, under the Third-party code of conduct.
  • No facilitation. No “urgency fee” for a licence, inspection or filing, whatever the amount. An intermediary acting before public bodies undergoes due diligence and signs an anti-corruption clause, as described in the anti-corruption policy.
  • Subcontracting only with authorisation, and the rules also apply to whoever is subcontracted.
  • Every supplier adheres to the Third-party code of conduct.

Occupational safety on site

For on-site services, safety is not a separate stage: it is an approval criterion, a contract clause and an item of the ongoing assessment. The rules that weigh most are these.

  • NR-18, on occupational safety and health conditions in the construction industry. Brazil’s Ministry of Labour and Employment highlights, among the changes in the standard, the mandatory Risk Management Programme (PGR), prepared by a legally qualified occupational safety professional and implemented under the responsibility of the organisation.
  • NR-35, on work at height, an activity involving the risk of falling between levels, one of the main causes of serious and fatal accidents.
  • NR-06, on personal protective equipment (PPE).

Whoever intends to work on site must be ready to present the PGR and PCMSO and to comply with the Regulatory Standards (NRs) applicable to the activity, as provided in the Third-party code of conduct. Safety before deadlines is what the group’s Code of conduct says.

Your data in the registration

The form fields are: company name, CNPJ, contact name and e-mail, category and regions. Phone, website and description are optional. The LGPD allows the processing of personal data when necessary for the performance of a contract or of preliminary procedures at the data subject’s request (art. 7, V) and guarantees the data subject, among other rights, confirmation of processing, access, correction and deletion (art. 18).

To exercise these rights, write to the data protection officer at privacidade@inncorporate.com.br. The full policy is under Privacy.

If a supplier breaks the rules

Breach of the Third-party code of conduct leads to suspension from the base and to the measures provided for in the contract, up to termination, without prejudice to legal action.

A suspicion of misconduct arrives through the Ethics line, which accepts anonymous reports about supplier or partner conduct. Whoever investigates cannot be involved in the facts, and whoever reports in good faith suffers no retaliation, even if the investigation does not confirm what was said.

It works both ways: a request for an advantage, a charge for registration or an offer of a shortcut breaches the code and can be reported to the Ethics line. There is one rule for those who contract and those who are contracted.

What registration is not

Being in the base is not a contract, not a promise of demand and not exclusivity. It is entry into a process in which the company may be invited to quote, when there is a need compatible with its category and region.

Contact outside the process gives no preference. What weighs in invitations is what is in the criteria above, including performance in previous deliveries to the group.

If a registration does not move on to approval, it is not discarded for that reason: it stays in the base for future needs.

Response time

Receipt of the registration is confirmed immediately by e-mail. Within 10 business days we let you know whether it moved on to approval or remains in the base for future needs.

If you notice an irregularity

If the company notices an irregularity in the process, for example favouritism, undue charges or contact outside the process, it may report through the Ethics line. The report generates a protocol number and a code to follow the investigation, and the first update is given within 10 business days.

The Ethics line investigates conduct: whether the rules of this process were followed.

Frequently asked questions

How much does it cost to register? Nothing. No one is authorised to charge for registration, approval or invitation.

Does registering guarantee I will be contracted? No. It places the company in the base. Contracting depends on a matching need, an invitation and the result of the quotation.

Do I need to send documents now? No. The form does not receive documents. They are requested at approval, according to category and scope.

I run a small company. May I register? The form is the same for everyone, and the criteria apply to the scope that would be contracted.

How long does the answer take? Receipt is confirmed immediately. Within 10 business days we let you know whether the registration moved on to approval or stayed in the base.

May I offer a gift or invite someone from the group to lunch? Only institutional gifts of symbolic value, and nothing for anyone in an ongoing quotation or negotiation. Hospitality paid by a third party only for a technical purpose and with recorded approval.

Someone asked me for money to speed up my registration. That breaches the code. Report it through the Ethics line, anonymously if you prefer.

May I subcontract part of the service? Only with authorisation, and the same rules apply to the subcontractor.

How do I request access, correction or deletion of my data? By writing to the data protection officer, at privacidade@inncorporate.com.br.
